Where do asbestos notices go in St. Louis County?
They go to the St. Louis County Department of Health, Air Pollution Control Program, by mail. Send the completed NESHAP form to the Asbestos desk at 6121 North Hanley Road, Berkeley, MO 63134. Attach the inspection report. Missouri law requires notice at least ten working days before the project start date.
Missouri DNR sets the statewide rule, and its asbestos regulations cover commercial structures and some residential structures. Most single-family homes are exempt. A demolition notice is required even when the inspection finds no asbestos. NESHAP is the federal rule behind the form. For a step-by-step view, read our guide to Missouri demolition and renovation asbestos rules.
Advanced Environmental Services (AES) holds Missouri DNR asbestos contractor registration 27-06-0640. It works from 3100 Gravois Ave in St. Louis, about 9.9 miles from the county seat in Clayton without traffic. That is an OSRM free-flow estimate. Real trips take longer at rush hour.
What does the county charge for a demolition notification?
We cannot give you a number. The county’s own materials and a third-party site list different demolition fees, and fees change. As of October 2026, call the County Air Pollution Control Program for the current amount before you file.
What we can say: file early. Build the ten working days into your schedule. A late filing delays crews, equipment and the trades that follow them.
How old are the homes in St. Louis County?
About 67.5% of county homes were built before 1980, and 50.4% before 1970, per the 2024 American Community Survey. That works out to about 301,975 homes built before 1980, the largest count in any area AES serves. The county has more than 447,000 housing units in all.

Mid-century homes often have vinyl floor tile and adhesive, textured ceilings, pipe wrap and old paint. Our guide to asbestos in older St. Louis homes lists the usual places. The Census groups homes by decade, so it cannot count homes built before 1978, the lead rules’ cutoff, exactly.
Floor tile in good condition is a lesser risk than tile that is cracked, wet or about to be pulled up. Read are old asbestos floor tiles dangerous before you start a flooring project. A pre-renovation asbestos survey tells you what is in the walls before a saw does.
Can I get a free lead inspection in St. Louis County?
Sometimes. The county’s Healthy Homes Program offers free in-home lead inspections to county residents. A child under six must live in the home or visit regularly, and that child must have a recent venous blood lead test. Without a child who qualifies, hire a Missouri-licensed inspector or risk assessor.
Missouri DHSS also says anyone performing lead abatement strategies, such as removal, replacement, enclosure or encapsulation, must be licensed by the department. Contractors doing smaller paint-disturbing jobs in pre-1978 housing must be EPA RRP certified. See lead-based paint and the RRP rule for plain definitions, and our lead paint guide.
AES lists lead abatement as a service.
What Superfund sites are in St. Louis County?
Missouri DNR’s National Priorities List page names four active county entries: Ellisville, St. Louis Airport/HIS/Futura Coatings, Valley Park TCE and Westlake Landfill. Times Beach is deleted. A listing applies to a defined site, not the whole county.
West Lake Landfill covers 200 acres at 13570 St. Charles Rock Road in Bridgeton. EPA finalized its listing in August 1990, and EPA reports that remedial design is underway. The Army Corps of Engineers leads work on the St. Louis Airport Site and nearby Coldwater Creek. The Corps says SLAPS and HISS were added to the NPL in 1989, and DOE characterized parts of Coldwater Creek in 1982.
Why mention this? Buyers and renovators of older commercial property ask. A listing near your parcel does not mean your site is contaminated, and none of this is a claim about any job AES did. If you need soil or groundwater work, see soil remediation and soil contamination testing. Read soil remediation for the term.

What should I check before hiring a contractor for a county project?
Check four things first: the contractor’s Missouri DNR asbestos registration, who files the notice, the survey results and where waste goes. Each one maps to a state or county rule, and each one can stall a job if it is missing.
- Registration. Ask for the DNR registration number and look it up on the state’s contractor list. AES’s number is 27-06-0640.
- Notice. Confirm who files with the county and when. The ten working day clock starts at filing.
- Survey. Get the inspection report in hand. It goes with the notice.
- Disposal. Ask where regulated waste goes. See asbestos disposal.
