Before you renovate or demolish, check what applies

Pick your situation. The answer shows the Missouri and federal rules, with the official source for each.

What are you planning?

Missouri's asbestos rules apply. Plan the inspection and the notice first.

  1. Have the building inspected for asbestos by a Missouri-certified inspector before work starts.
  2. Missouri DNR requires notice at least 10 working days before demolition or an abatement project on a regulated structure.
  3. In the City of St. Louis, demolition, renovation and abatement projects are also reported on the STL City Permits website.

Treat old paint as lead until it is tested, and check for asbestos too.

  1. Anyone paid to disturb painted surfaces in a home built before 1978 must be EPA certified and trained in lead-safe work practices.
  2. Most single-family homes are exempt from Missouri DNR's asbestos rules, but older floors, ceilings and pipe wrap can still contain asbestos. Test before you cut or sand.
  3. Abatement, which removes the lead hazard for good, is a separate job from a lead-safe renovation.

Check the local permit and the asbestos question before the excavator arrives.

  1. Missouri DNR's asbestos rules cover commercial structures and some residential ones. Ask your city or county which applies to your house.
  2. In the City of St. Louis, demolition projects are reported on the STL City Permits website.
  3. An asbestos inspection before demolition tells the crew what must come out first.

Size the problem. Over about 10 square feet is a job for professionals.

  1. EPA says a moldy area under about 10 square feet can usually be cleaned by the owner.
  2. With a lot of water damage, or mold over 10 square feet, EPA points to its professional cleanup guidance.
  3. Fix the water source first, or the mold comes back.

Start with sampling, then plan removal or treatment to the result.

  1. Testing shows what is in the soil or water and how much, before anyone digs.
  2. Missouri DNR asks for a closure notice at least 30 days before a regulated underground tank is closed, and notice at least three days before work starts on site.
  3. Treatment and disposal follow from the test results.
