Who handles asbestos and demolition filings in the City of St. Louis?
The City of St. Louis Department of Health does. Its Air Pollution Control Program is the “delegated authority for asbestos and demolition notifications and inspections,” working under an agreement with the Missouri Department of Natural Resources. Inspectors also monitor sites and enforce the City ordinance. The state’s own rules still apply on top of the City’s.
Missouri DNR also names the City’s air pollution office as the local agency for St. Louis city. DNR tells owners to contact that agency before starting a project in the city, because extra requirements may apply. Read the state side first in our post on the Missouri 10 working day asbestos notice.
How do you file a project in the City?
You file online. The City says demolition, renovation and abatement projects “must be reported on the STL City Permits website.” You log in or create an account to begin. The City also lists current asbestos projects on that site.
Have these ready before you start:
- The asbestos inspection report and lab results for the building.
- The scope: what material, how much, and where.
- The start date and the contractor who will do the work.
- A business check or money order for the fee.
The City page does not list the exact upload list. Check the STL City Permits screens as you go.
How big does a project have to be?
The City sets a low bar. Abatement projects “consisting of greater than 10 square feet, 16 linear feet, or 3 cubic feet of asbestos-containing material” fall under Ordinance 71332. The fee table uses slightly different words, “equal to or greater than.” For a job near the line, call the Air Pollution Control Program and ask how they count it.
The federal NESHAP level is much higher. The state threshold for hiring a registered abatement contractor is 160 square feet, 260 linear feet or 35 cubic feet of regulated material. A small City job can need a notice well before it reaches the state level.
What does the City charge?
The City publishes a fee table. As of October 2026, these are the asbestos and demolition lines:
| Service | Fee |
|---|---|
| Annual Asbestos Notification (due 10 calendar days before January 1) | $200 |
| Air Pollution Demolition Notification | $100 |
| Asbestos Project Notification (NESHAP level) | $200 |
| Asbestos Abatement Notification (10 sq ft, 16 linear ft or 3 cu ft up to NESHAP level) | $100 |
| Asbestos Inspection (up to two visits) | $200 |
| Demolition Inspection | $200 |
| Application for Variance | $50 |
Fees change. Confirm the amount on the City’s page the day you file.
How do you pay?
Pay by business check or money order. The City says to bring it to the Department of Health at 1520 Market St., Room 4051, St. Louis, MO 63103. “Credit Card payments are not available at this time.” The City accepts payments from 8:00 AM to 12:00 PM, Monday through Friday, except on city holidays. Plan the trip into your schedule so the fee does not delay the filing.
What should you do before you file?
Get the building surveyed. A survey tells you what is there and how much, and the City filing needs those numbers. Read our guide to asbestos in older St. Louis homes. Our asbestos survey page explains how an inspector samples suspect materials. Terms like friable asbestos and asbestos-containing material show up in every report.
What happens after you file?
The City inspects. Its Air Pollution Control Program provides “site monitoring and enforcement required by the City ordinance,” and the fee table includes inspection lines, including a $200 asbestos inspection (up to two visits) and a $200 demolition inspection. The table also lists a $100 administrative citation fine, which doubles if not paid in 30 days or repeated within a year. Keep your paperwork on site and plan for a visit.
