Regulation

# RRP rule

RRP rule is EPA's Renovation, Repair and Painting rule, which requires certified firms and trained workers to use lead-safe work practices on paid work that disturbs paint in pre-1978 housing.

The RRP rule is about renovation, not abatement. EPA says anyone paid to perform work that disturbs painted surfaces in homes, childcare facilities and preschools built before 1978 must be certified and have trained employees who use lead-safe work practices.

That covers painters, plumbers, window installers, landlords' crews and more. Even sole proprietors must hold the firm certification.

The rule does not replace abatement licensing. Missouri DHSS states that RRP did not change federal or state rules on lead abatement, and that anyone doing abatement strategies, such as removal, replacement, enclosure and encapsulation, must still be licensed by DHSS and give notice as required.

If you own an older building, ask any contractor for proof of RRP certification before they touch paint. Ask whether the job is renovation under RRP or [lead abatement](https://aes.multisites.ai/glossary/lead-abatement) under state license. A quick [XRF test](https://aes.multisites.ai/glossary/xrf-analyzer) can tell you if the paint contains lead.
